Educational Set Aside Program
The CLG Educational Set Aside Program is a non-competitive source of funds available to all CLGs for use in the fulfillment of CLG Commissioner training requirements. CLGs may request up to $750 annually for approved training activities. To receive these funds, CLGs must continue to meet the requirements outlined in their CLG Agreement with MHT and provide dollar-for-dollar matching funds in either cash or in-kind services. CLGs with outstanding annual reports are not eligible to receive these funds.
FFY 2007 CLG Set Aside funds must be used for commissioner training activities between July 1, 2007 and July 31, 2008. These activities may include: the National Trust for Historic Preservation Conference, which will be held in Minneapolis/St. Paul from October 2—6, 2007; the Annual Maryland Preservation and Revitalization Conference which will take place on Thursday and Friday, May 29—30, 2008, in Hagerstown; the National Alliance of Preservation Commissions (NAPC) Forum, which will be held in New Orleans from July 10—14, 2008; and MAHDC renovator’s roundtables and state-sponsored CLG workshops. Other activities which train preservation commissioners in fulfilling their prescribed duties may be eligible if they are approved in advance by MHT. CLG Educational Set-Aside funds are provided to eligible CLGs annually through a grant from MHT to the Maryland Association of Historic District Commissions (MAHDC). As designated third party, MAHDC has agreed to conduct all required reporting to MHT on the expenditure of CLG grant funds. CLGs are responsible for providing a final accounting to MAHDC itemizing how the Set-Aside funds were spent and what match was provided.
CLG Set-Aside recipients must provide documentation to MAHDC demonstrating that the CLG has provided a dollar-for-dollar match, which may consist of cash, an equivalent dollar value of in-kind services or a combination of both. Allowable match includes: commissioner and staff time; travel expenses; paid workshop registrations; and membership fees for MAHDC, the National Alliance of Preservation Commissions, and the National Trust for Historic Preservation. Commission members’ time and expenses are considered in-kind match. Mileage and the value of Commission members’ time are set by the state. For FFY 2007, mileage can be calculated at $0.485/mile, and commissioner time at $18.04/hour. If staff was paid for their time and expenses, then those costs are considered cash match. If they were not paid, then the costs are considered in-kind. The value of staff time is the amount set by the local government as their billing rate (usually hourly rate plus benefits). MAHDC, National Trust for Historic Preservation and National Alliance of Preservation Commissions dues may be used once annually as cash match.
To claim reimbursement under the CLG Educational Set Aside Program, CLGs must complete two forms – a Project Summary Sheet with its accompanying Project Detail Sheet for each activity for which reimbursement is requested (e.g. one Project Summary Sheet for Annual Preservation and Revitalization Conference attendance, one sheet for a Renovator’s Roundtable, etc.) and a Request for Reimbursement Form . The Request for Reimbursement form is a compilation of budget data from all Project Summary Sheets.
Any educational activity that is supplied by MAHDC will be billed to you via a memo. Use a Project Summary Sheet to itemize all costs associated with this activity.
MAHDC will not reimburse participating CLGs until all forms have been submitted. The Deadline for receipt of FFY 2007 Request for Reimbursement forms is July 31, 2008.
